All ACDP components make their contributions to civil society through helping families and individuals, building businesses, developing NGOs, providing training and developing skills, and otherwise supporting an improved economy and society. The projects under this section will strengthen civil society by enhancing democratic institutions, developing institutional and community partnerships, facilitating government's support of private sector development, strengthening media, and providing access to information.

Local Self-Governance
The purpose of the project is to strengthen local self-governance, increase the ability of the people to manage their own affairs, and broaden their influence over Okrug and federal decisions affecting local matters.

Government & NGO Assistance
Under this component, the program provides advice and technical assistance to help Chukotka deal with governance and with social and economic issues. It exposes Russian visitors to the US civil society and market economy, increases access to information through travel, exchanges, the media, and the Internet, facilitates delivery of better services to the population, and develops institutional partnerships.

The project functions strictly on the basis of expressed needs and actual request of Chukotka parties and Alaskans working with Chukotka governmental and NGO entities. The targeted results of this project will reflect requests from Chukotka's Okrug Administration, local governments, and NGOs. The original proposal mentioned a university, rural housing, media training, Internet access, and aviation as possible areas of support.
